Privet is the term used for all members of the genus Ligustrum, which includes about 40-50 species of evergreen, semi-evergreen or deciduous shrubs and small trees. I'd imagine that if a police officer parked on someone's hedges, he'd probably generate a complaint from the owner and be in trouble with his chief.
(If you meant can an officer park on private property and do radar speed detection, the answer is yes. � 40-14-7 does require that "No stationary speed detection device shall be employed by county, municipal, college, or university law enforcement officers where the vehicle from which the device is operated is obstructed from the view of approaching motorists or is otherwise not visible for a distance of at least 500 feet." That may limit some locations).
