can cobb county police issue tickets in the city limits of atlanta,ga,: via a standing speed check point that they have set up in the zip code of 30339 which per the post office and the State if Ga is within in city of Atlanta is the city limits?

I might add that much of zip code 30339 (Vinings) is in Cobb County.
