Legal Question in Traffic Law in Georgia
my daughter was involved in an accident and were all at a red light and had turned green. my understanding is that all cars were moving and she hit the car in front of here and then there were 3 other cars if all cars were moving then all of them should have gotten a ticker for following too close. drivers education teaches you to stay a car link behind the car in front of you to prevent you from hitting that car if you get hit in the rear. this is the state of Georgia that this happened

You didn't ask a question, but you don't understand green lights and missed that part of driver's ed. Green doesn't mean go, no matter what anyone else does, and only means you can go if safe, which if there was an accident seems not to be the case. The car length thing is general guidance of one car length per 10 MPH(so for example at 30 MPH you're talking three), and depending on traffic, road sufaces, visibility and weather, may not be enough to stop. The fact others COULD havegotten tickets and didn't is irrelevant to whether your daughter deserves one. Accidents are fact specific and sincea ticket, pluscivil claims and future insurance rates are at stake, she should see a lawyer to weigh her options ASAP and not talk with insurers or police until she does.
