Legal Question in Traffic Law in Georgia

My gate was left open after we came in yard and my dog went in the forbidden zone and was trying to get back in yard when a neighbor hit him and was speeding kept going my husband and two other neighbors were standing in front yard and seen it all how do I make the hit and run driver pay for vet bills and would like to press charges to the hilt if poss I also live in the county were there are no leash laws so what's my 1st course of action ?

Since you were the negligent party leaving the gate open, you would likely lose a case. There are no charges to press. It's a civil matter. You can try filing in Magistrates/small claims court but I doubt from you posted that you would prevail.
