Hey I was involved in a hit and run accident with a vehicle that was on private property can I sue the the owner of the store

If the store owner was the one that hit you, sure. If not, of course not. Assuming you didn't do something very foolish and not have full coverage, you make a claim on your own car insurance, and they actually end up paying.
