when you plead no low in court do the ticket go on your driving record

There is no such thing as no low. Do you mean nolo contendere or no contest?
That is a discretionary plea for which you may or may not be eligible (you didn't post enough facts to answer). Some nolos do go on your record. Some do not. Some carry points. Some do not. Some may result in a license suspension and/or jail time.
