I just got pulled over. Officer said that it was for "NOT" having insurance on the vehicle. Is it legal for them to run your information without a any driving violation?

In some situations, yes. Since you were committing a serious crime and can end up in jail, get a significant fine, and lose your license and car tag, you now need to (1) get insurance, and (2) get a lawyer, and (3) get together a lot more money than insurance alone would have cost you.
Until you do, stop committing an additional crime by driving.
