Speeding Ticket Signatures
If issuing officer did not sign the speeding ticket, is that grounds for
dismissal?

A ticket is the charge, and while it must be signed, that's arguably either an amendable defect (when you raise it the case may be reset for him to stop and sign), or one that won't matter, as the state could simply prepare an accusation and ignore the ticket.
