which statute states that a traffic citation is allowable for dui or handicapped parking? I received one for parking in a cul de sac and trying to challenge

DUIs are required by law to be written on UTCs. Since a DUI will affect future employment, future insurance rates and can land you in jail for a year plus a $1000 fine (and, unless you file the proper paperwork in the first ten days, will cost you your license for a year), you need a lawyer less than 10 days from getting your ticket.

Parking citations can be written on a UTC although many cities use separate forms.

Instead of focusing on what has nothing to do with helping you, get a lawyer. You need one.
