Legal Question in Traffic Law in Georgia

I got two traffic citations written up. I asked the officer if I paid for both citations will I have to appear in traffic court. He said yes. Is that true??

First of all, it may be extremely bad judgment to pay a ticket before going to court, depending on the ticket (and some may be okay to pay). Doing that can affect your license immediately or in the future via points, can raise insurance for years and have other consequences. Discuss your options with a lawyer.

Some courts permit some tickets to be paid without court but a court can limit that list. State law also affects that list. In almost all courts, serious violations, under 21 drivers and accidents require an appearance. You can easily find out what cases are "court only" with a call to the court.

Do not rely just on a website to make your decision. See a lawyer. Then decide what to do.
