When should the appraisel start?

I am a second wife and we are preparing our will and trust. My husband has a $600 dollare per month morgtage payment, the balance being approx. 92,000. This was due to medical bills for his first wife. He wants to have an appraisel made at his death, this amount would be payable to his children at my death. At my death another appraisel would be made and the difference would be divided with my children. When should the appraisel be made to be fair with all parties.
