burial responsibility

if a person dies, has no children or spouse, but in their will referes to a relative as their child,states that person is responsible for their burial cost, and leaves that person benificery of the life insurance policy because said person knows how that person wanted to be buried, does the brothers and sisters have the right to overstep and make arrangements and leave that person responsible for the funeral bill?

Construing the provision that you are talking about will require access to the will, the life insurance policy and other information about the status of the deceased's affairs at the time of death. An executor would be entitled to seek legal advice and bill it to the estate in the event that it was needed to carry out deceased's wishes. Keep in mind that paying for a lawyer comes out of the estate assets, which could be used for such things as the buriel expenses. This is something to work out without a family dispute, if at all possible.
