I am not sure how a question about a traffic citation relates to Probtate, Wills and Trusts, but here goes. The GA statutes of limitations for crimes is generally found in OCGA 17-3-1. The statute only applies to felonies or misdemeanors. You were charged with a traffic infraction, not a felony or misdemeanor. OCGA 40-13-60. Hoewver, when a person fails to appear, the case gets prosecuted as a misdemeanor. OCGA 40-13-62.

My advice would be to find out the county where the citation was entered and contact a traffic lawyer to handle this for you. You probably have a failure to appear and the only way to resolve this issue and get your license restored is to come to court now and pay the fines.
