If a court does not book me when my court date was and three weeks later they want to process me, is that right for them to do?

Courts don't book people. The police do. What are you asking? Your question makes no sense.
This does not appear to be a probate question. Police "book" people and arraign them on criminal charges. If you have been charged with any kind of crime, get a criminal law attorney in the county/state where the charges are pending. Say nothing except that you plead "not guilty." If you cannot afford a lawyer, state that at any arraignment and the court will usually appoint a public defender to represent you. You will have to formally apply and each place has their own qualifications, so I can't help you there.
If this is not a criminal law question, then I or any other attorney here needs much more information in order to answer your question as it makes no sense.
The only possible reason I can think of is that there is some kind of delay in your arraignment, maybe because the court is busy, and you were either charged with a summary offense or traffic violation or else you would not be out unless you were released on some kind of bond.
