There is no new owner. Since your father died and was the owner of the policy, the policy will be disbursed by the insurance co. to the beneficiaries. Your mother may be a beneficiary, you and your siblings, or some other non-family member specifically named by your father. If you have the insurance policy, it will be written there.

If the policy was on his life, he is correct. If he owned a policy on someone else's life, his estate is the owner. You failed to tell us which.
