ex-officio administrator

is there a letter or form for a petition of guardian of property to be recognized as ex-officio administrator.

Not that I know of. I assume the ward is now deceased. If so, the guardianship has expired and the former guardian will need to file a petition to be named administrator, just like anyone else. I would suggest you consult with a local attorney.
