If a will is written, must it be filed with the state and/or county. If yes, then how does someone locate a will of a deceased person?

Re: filing a will
In Florida one is not required to file their will with the court after it is prepared. However, Florida statutes do require that a person's will be filed with the court within 10 days of their death. If you are looking for a will of a deceased person that has been filed with the court, it is a public record and available for review at the probate court where the estate has been opened.
Re: filing a will
Although I do not know the law of Georgia, in NY and Florida there is no requirement of filing a will. Once the will is executed it is usually kept by the maker in his house with other documents or in a safe deposit box. It may also be kept by an attorney or good friend. You can also check with the local estate court to see if a will has been submitted for probate.
