Guardinship

My sister is 42 yrs old and is has down's syndrome she understands things if you explain them to her. My mother passed away 4 yrs ago and I am her Social Security guardian she has $6oo.oo in a local bank and they will not release it to us. we don't have money for an attorney, my question is what form do I need to have to get this money released If we don't get it within the next year the state will recieve it. Thank- you for your help in this matter
