Legal Question in Wills and Trusts in Georgia
I was put on a 1013 emergency hold in Georgia and they did not follow the law or rules to properly administer this. They took me from a 1013 to a 1014 without ever having a sit down with a doctor or psychiatrist at the receiving facility. I never saw my 1015 form until I requested my medical records from the facility. They also told lies and made threats towards me which included allowing people of the streets into these facilities just to see there new little toy which was me. I have filed complaints and the Georgia Department of Community Health claims that they found regulatory violations related to my allegations but offer zero specifics. I am looking to sue and don't know where to start because lawyers seem to not be interested in defending peoples rights in cases like this.

This is not probate issue. Probate, trusts, wills & estates deals with the transfer of property from the dead to the living survivors.
Your question may touch on civil rights or mental health. There are attorneys who specialize in mental health law. I would look to talk with one of these attorneys. If you are absolutely stuck, try legal aid or the American Civil Liberties Union. If nothing else, see if these individuals can refer you to an attorney who at least would be willing to look at your situation.
It is very difficult to sue the state and it is even more difficult with issues concerning mental health. So while you want to sue, you need to see if you have an actionable case first. Good luck.
