I have received a petition for years support (for my mother) in the mail. Do I have to sign?

No, but if you disagree with it, you need a lawyer.
You do not provide enough details. Are you the beneficiary of the estate? Are you the executor? I assume your father died? Did he have a will? Are there some grounds which would preclude the surviving spouse from being entitled to a year's support?
I suggest that if you are the executor, you discuss with the attorney assisting you with the estate. If you do not have one then you need to hire a probate attorney who practices in the county where the estate is pending.
If you are a beneficiary, then the petition was probably served on all the beneficiaries of the estate. The beneficiaries may object if they have grounds to do so. Do you have grounds? I don't know because you divulge no facts. You thus need to take the petition to a probate attorney who practices in the county where the estate is pending and pay him/her to review. If, after review, you have grounds to challenge then the attorney will have to draft a a response and represent. If there is no basis for a challenge, then you probably need do nothing but neither I nor any other attorney has seen it so I cannot be 100% certain.
