Can a son of an elderly incompetent mother apply for conservatorship of the mother without the agreement of his siblings?

Yes. But the siblings would get notice of it by the court as the siblings have to be named in the petition if this is governed by Georgia law and your mother is in Georgia.
I would encourage you to get legal counsel as there are requirements which have to be met in submitting a petition, including proof of incompetency.
