In the state of Georgia, must witnesses (including notaries) to a Will reside in the same state as the testator?

No. However, the witnesses have to witness the person who made the will, called the testator, signing it. So if it is a friend or relative from out of town, I suggest that the witnesses and testator all make a trip to the notary public together and everyone sign in the presence of each other and the notary to avoid any potential problems.
