Legal Question in Wills and Trusts in Georgia

At the time of my fathers death in 12/09, my sister owed him $5,000 for a loan he made to her in 1999. We found a letter he had written her stating the money was a loan and it was to be paid back with interest on demand. He didn't collect on this debt because she always complained she didn't have any money. Now she does, can we collect this debt for him?

I don't know who "we" is, but the duly appointed executor or administrator of his probated estate might be able to pursue a claim.
