As a general rule a person with dementia will lack the mental capacity to make or change a will. In a worst case scenario, the attempt may void an earlier will made before the person had dementia. The answer is fact dependent, and a person with dementia, in a lucid moment, may be able to make a will.

No one should make or change wills without a lawyer, who certainly will consider these things before a problem exists.
