Is it legal for my two sisters to go into my dead mother's house and remove items without my being there?

Technically, no, since upon your mother's death, all her property came under the authority of whoever is in charge of her estate, usually either an administrator or executor. However, as a practical matter, heirs often divvy up the property, with full knowledge given to all other heirs so that everyone gets treated fairly. Consult with a local attorney.

If neither had authority from the probate court to do so, and they removed anything other than her will, no, it is not legal.

However, you may create a problem where there is none if you do more than object. If you suspect that they took items of substantial monetary value, you should consult an attorney.
