Is there a time limit to litagate someone who was an executor of their father's will and was releived of her duties due to fraud for:
theft of other heirs inheritance, and many other infractions of the law, including false arrests,

Yes, there is. It is called a statute of limitations. The length of time varies with the cause of actio you intend to pursue; and you don't give enough facts to give you the exact time limit.
