Can a German company sue an American citizen residing in the US, for an old delinquent bill?

basically they can - within some time limitations, the so called statue of limitation. as this will be governed by private international law a decission on applicable law and ruling court might be neccesary.

yes, they can as long the statue of limitation is not applicable
