Does Germany (Deutschland) have a law restricting, or limiting companies from placing advertisement (Advertising Signs) outside their establishments? If so, what then is the name of that law?

You would need to refer to the laws for the specific community. Germany consists of states; they have EU, federal, state and municipal laws. Municipal laws are the most relevant to the issue or advertising a business just outside or on the business property.
