May landlord disconnect utilities?
May a landlord on Guam, after sufficient notice, disconnect utilities to a tenant who will not pay rent nor move out?

No. The landlord may not legally constructively evict a tenant for nonpayment of rent by shutting off the utilities. If the utility bill goes unpaid, that is a different matter, but the landlord's legal rememdy to remove a tenant who has not paid the rent is to file an eviction action in the Superior Court. The landlord may obtain an eviction order and a judgment for unpaid rent.
