Can a16 year old be Subpoenaed
And if so, can she refuse to testfy

Yes a 16 year old can be subpoened and forced to testify at a deposition or/and trial depending on the situation the Parent or/and Child may seek a protective order or a limiting order that the Child only answer specific prewritten and stipulated between counsel or/and approved questions by the Court.
Or,if the Child has a mediacal or other condition that may create a hardship on the Child etc.
It is a more complex problem if it is a video taped deposition.
Or, if the Child is involved in a criminal matter having the right not ot testify to prevent self-incrimination.
