In Hawaii can a person be charged with Driving if Police arrest him based on anonymous tips that person was involved in a traffic accident that hasn't been yet proved and the Truck was parked , keys in ignition but Truck not on or operating, and after searching truck compartment finds aalcohol?

Yes, a person may be charged under the circumstances you submit. However, there would be a proof problem as to who was driving the vehicle, and possible suppression of evidence if container of alcohol was not in plain view.
