Legal Question in Elder Law in Hawaii

I need to know what exactly my mother-in-law should write in a letter, to give me permission to submit applications to FEMA, and handle all of the neccesary repairs that need to be done to her house. She is 83 and is in Montana and can't come home on the count of health problems. She does not need me to hanle all of her affairs...just this one. Is there a special form...like a power of attorney that is specifically for one thing? Please let me know asap because the massive beams that hold our 40,000 lb tile roof up are twisted and cracked from the 7.0 and 6.6 earthquakes we had on 10/15/06. (since the two big ones....we've had more than 200 small earthquakes here in hawaii) Seriously.

I do need to turn in the financial applications with this form or letter, within the next couple of days, so that we can get started on the repairs.

You need a special limited power of attorney for real estate transactions. You should see an attorney who can draft a document that gives you full power to act for your mother on the property issues, and to pledge her credit, ect., but not for any other purpose. You can have an attorney draw it up, and then send it to your mother for signature in front of a notary. Once it is signed, you will be empowered to do what needs to be done. This is not something you should use a "Family Lawyer" program to draft. You need a specific set of powers, and you need to have a lawyer make sure that it complies fully with Hawaiian law.
