Once you marry and begin the green card application process, your spouse's visa status is irrelevant.

This depends on whether he is already inside the United States or back in the United Kingdom.

He may qualify to apply for permanent residence after marriage to a U.S. citizen but it's best to speak with an immigration first.

You can petition for your spouse while in the country or you can file fiance visa before marriage and have him enter the U.S. on that visa and then get married.

You would need to file a petition for alien relative. It would be important to discuss the details your case with an attorney because there might be issues regarding your future spouse's intent at the time of entry, but assuming your future spouse was inspected at the time of entry to the USA (which seems to be the case), you and your spouse could complete the process of the visa petition and adjustment of status while your future spouse remains in the USA.
