Can a cease and Desist letter be issued over email?

Under Hawaiian law, I don't know, since I don't practice there and am not admitted there, but in New York, an initial cease&desist letter can be sent via email, but be sure to follow it up with 2 snailmailed copies, one sent certified mail return receipt requested and the other sent first-class mail.

These letters are generally taken far more seriously when sent by an attorney than they are when sent by the creditor.
