Aloha, I was in an accident 3.5 years ago when a USPS driver hit me while sitting at a red light. I endured neck injuries and had an attorney fight my case. I did take a settlement, but to this day still have pain in my neck due to the accident that causes me great pain. Can I sue again?

If you settled your claim, you are in all likelihood barred from bringing any type of further claim against the party you settled with. However, you may still have an underinsured motorist claim or other third party claim. This would depend upon other things such as whether the time to sue hasn't expired.
