Legal Question in Real Estate Law in Hawaii

I entered into a sale of agreement for my house. I signed and notorized the papers and forward it to the buyer who did not sign and return the agreement. Is the agreement in effect or not without her signature.

The Agreement of Sale document, which I think you are referring to, needs to have both signatures to be in effect. If you have a separate purchase agreement with both buyer/seller signatures that dictates the terms of an agreement of sale, then the signature by the buyer is mandatory per the purchase agreement. If no purchase agreement, then the Agreement of Sale is the Purchase Agreement and you need Offer, Acceptance and Consideration, in other words, both signatures and some $$ changing hands.
