Have a crime conviction for shoplifting in 1990 is there still any chance to immigrate to United States through family union F4?

As far as the actual criminal charge, you may be able to request an expungment. If the court grants that, it is more likely there would be a valid argument for immigration. Generally though a crime of "moral turpitude" makes immigration extremely difficult, and sometimes makes it impossible.
I would need to know more about the situation, and the current immigration status in order to better answer your question.
