if you have a buisness in idaho such as heating and air conditioning and also property managment is it the law that you have to register with the better buisness beauru?

I am only licensed in the State of Washington and so strictly speaking, I cannot answer as to Idaho law.
However, as a general matter, the Better Business Bureau is not a government agency, and there is no legal requirement for any business to register with them. While I cannot speak to Idaho law, I would be mightily amazed if I were to learn this is not also the case there.
