Legal and Privacy Statements required on a website

I am creating a website for small business and I was wondering if the legal notice and privacy statement is required, and if so, is it required to be on the first page of the website?

Neither is presently required, but many people won't do business with a website which does not prominently post its privacy statement on its homepage.
