Raffling of a house

A friend has been fruitless at selling her house for almost a year now. We have been thinking about selling chances at $10-$12 per ticket until 14,000-15,000 tickets have been sold at which time we would hold the raffle. Initially we was going to sell chances on ebay but they will not allow that. So, what if we set up our own website and direct traffic to it where people could then send their entry fee in. Or could we, say post 5 questions on the website and have people send us their answers via ''snail mail'' along with their entry fee? Then during a random drawing we would pull a winner to the prize of the house? Any ideas, legalities? Thanks in advance!!! This would NOT be a recurring event, just once. If I have listed this in the wrong law department could you advise on where to put it. I out it under tech law because of the fact of the internet. Thanks again!

Sounds like you're thinking of the house as a prize in a game of chance, which would be gambling and illegal on the Internet.
