Do State Statues override local city ordinances?

Sometimes. Generally, if the local ordinance conflicts with the state statute, the state statute prevails. This is because the cities derive their power from the state. But the statutes themselves often set out whether, and to what extent, the statute preempts local laws (or, conversely, the extent to which local authorities are empowered to legislate in the same area).
