When one has documented proof that a US District Court judge is violating civil rights and laws under his public trust authority - and the Circuit Appeals Court refuses to address the issues, with/from what authority does one file complaint and or gain resolution/correction?

You identify the exact civil right that he is supposedly violating and file a case or a grievance, but be forewarned: judges have nearly blanket immunity, so it had better be clear, well-documented and not within the scope of his judicial function.
If it is within the scope of his judicial function, then there is nothing much you can do.
