automobile purchase contract
Does an car dealer have to honor the original contract signed at the time of the purchase? Can the dealer require you to sign a new contract because the bank did'nt approve the intrest rate agreed upon in the first contract?

Generally, yes the car dealer must follow the terms of the contract.
However, if the financing isn't available through their primary lender, then
if you want to continue to buy the car, you may be able to secure your own
financing or the dealership may try to require you to use the lender they
deal with. The alternative is not to buy the car and to buy it somewhere
else.
