is multiple billing legal?

In the small town that I live in, the city hall does all of the billing for the water, sewer, garbage, and street lights. Because we live on a reservation and the city does not receive taxes from the native americans it is multiple billing the businesses here. For example I live in a 2 story house the top floor is my business which has no water or sewer, the bottom floor is my home. The city is billing me multiple charges for each even though I have only one water line coming in. Another building in town which also has only 1 water meter and is sectioned off into 4 small businesses is receiving 4 times the amount of a single bill. Please help me on this matter, I have been fighting the city for 6 months now. I say one line coming in and 1 line going out equals 1 bill. Any additional billing when they are not rendering a service is a tax.

Am I right?

If you are living on a federal reservation, I have no idea how to advise you. I only do Idaho law. Sorry
