Legal Question in Family Law in Idaho

Counter negative psychiatric report from parental evaluation.

Wife leaves out of state taking their two children. Doesn't want to return but is forced to do so when attorney tells her she must return. Continually refers to children as hers. Husband files for divorce and requests parental evaluation. Husband is required to pay full cost of report. Evaluator spends total of 7 hours on both spouses plus children. Report written by Evaluator takes comments from questionairres out of context (this occured to husband and individual that husband asked to write a letter to the Evaluator about parenting observations of both parents). Both Husband and Wife took several written tests but Evaluators written report provides hypothesis of behavior only for Husband and seems to disregard as irrelevant his own diagnosis of compulsive behavior and paranoia of Wife and recommends residential custody to Wife. Said Husband would use children to control Wife. Obviously there is much not said here: Wife's bulimia, PAST drug use, affairs, compulsive behaviors and more. Husband's patronizing attitude towards Wife, PAST alcohol use.
