harrassment
My neighbor has repeatedly and continues to report me to animal control and the police and to the city because of my two dogs,barking,sanitation,which have been dismissed in court. She watches us out the window constantly.She climbs a ladder to look in my yard,takes pictures of me,my yard,and my dogs.She did this to the neighbors on the other side of her for three years. I Cannot afford to move,do I have any options,and what are my rights?

I'd contact the County Sheriff or the City Attorney depending
whether you are in the city limits or just the county, regarding the filing
of a stalking charge under Idaho code section 18-7905 which is defined as
"wilfully, maliciously and repeatedly folowing or harassing anouther person.
This punishable by a fine of $1000 and/or jail time of one (1) year.
Harassment means according to the statute:"a knowing and wilful course
of conduct directed at a specific person which seriously alarms, annoys or harasses
the person and which serves no legitimate purpose.
Prior to contacting the police however, send a certified letter, and kee
a copy, advising this person that her conduct is harassment under the statute and
that if she doesn't immediately cease and desist in her course of conduct, that you
will pursue criminal charges against her under the statute I've cited.
there must be a series of acts over a period of time, however short, evidencing
a continuity of purpose, as well.
Get a spiral notebook and take notes of the date, time, and circumstances of each
and every incident, noting the times and conduct so you can use these notes in court and
to convince the police that this neighbor is in fact following a course of conduct of
harassment.
If she doesn't stop immediately after the notice you send and after you have noted a
course of conduct of harassment, then call the appropriate law enforcement agency
to file charges against the person.
