Possible monetary compensations for animal hit by car

A short time ago a Registered Black Angus was hit on the road by a car. My question is, what would the possibilities of recompenstaion be for that?

Compensation for who - the owner of the Angus or the person hitting the Angus and suffering damages to his/her car?

If the Angus was on a public highway when hit, assume that the owner was negligent in letting the animal stray from a properly fenced enclosure, therefore no compensation to the owner, but the driver may be entitled to compensation. However, if the Angus was hit on a private road, say inside the ranch, then the driver may be found to be negligent and would have to pay.
