Promissory Note
I am purchasing a semi-truck from a private party. I signed a promissory note as the borrower. They refuse to allow me to license or register the vehicle in my name so I can put the vehicle to work. I can put the vehicle to work as long as they authorize who and where. All the promissory note says is I have to make payments and can't sell the vehicle. Do I have any alternatives?

did you get a bill of sale and the registration? If not, tell them that they have not completed the sale. There is no contract that allows them to do this and if they don't transfer the vehicle to you that you will have to sue them for the title.
