Juvenile Records
My question is whether or not the records of all juveniles are opened to the public. In searching the Idaho Statutes, Title 20, Chapter 5, 20-525, paragraph (1) states: In proceedings under this act the following juvenile courtroom proceedings and records shall be opened to the public: all proceedings against a juvenile of the age of (14) years or older and who is petitioned or charges with an offense which would be a felony if committed by an adult. Then paragraph (3) states: In proceedings under this act the following records and court proceedings of juveniles of the age of (13) years or younger shall not be withheld from public inspection, except on court order, which order must be made in writing in each case:. � and paragraph (4) These records shall be open to inspection according to chapter 3, title 9, Idaho Code.
Are records only opened for juveniles 14 years or older as it states in paragraph (1) of the statute or are all juvenile records opened?

Since this is a matter of Idaho law, I would defer to any and all Idahoan attorneys before trying to interpret a portion of a statute without the whole context being looked at.
However, you might contact the juvenile division of the County or State Attorney's Office and they can answer the question in a flash.
