water laws

if you belong to a water assoc.and you drill a well are you still required to pay for water you do not use?

If you own shares in the association you still have to pay. If you don't and you aren't using water, you may still have to pay. However, since I don't know enuf about the water assoc., I can't answer your questions any more specifically than I have
